The expansion of the Cancun-Playa del Carmen highway to six lanes would be carried out with private capital, in a scheme called “shadow toll”, in which instead of the user paying the toll, the government does, based on a calculation of the number of vehicles using the road, explained Eduardo Ortiz Jasso, director of the Agency for Strategic Projects (Agepro).

In an interview during the signing of an agreement between this agency and the National Bank of Works and Services (Banobras), Ortiz Jasso indicated that this scheme was created in England, and was implemented for the first time in Mexico, at the Irapuato-La Piedad road in the states of Guanajuato and Michoacán.

“With this “shadow toll”, the private initiative finances the resources for the work, and this way, it is not the final user who pays for its use, but the administration itself,” Ortiz Jasso said.

Agepro is already working on the analysis of 26 projects for the entire state, which will be prioritized as of March, with a budget of 400 million pesos.

The official stressed that the projects include issues such as the collection and final disposal of urban solid waste among others.

Agepro has control of this resources that will be used for projects that allow services and works to be put into operation in a private initiative participation scheme.

As part of the event, government public-works agency Banobras presented the new platform to register and manage projects related to the provision of plans that feature both public and private participation. – SIM Agency
